It may not be altogether right to say that India does not have external threats and thus the army be deployed to physically assist in development/nation building. This would be a disservice to the armed forces bringing in lack of focus, politicisation and corruption, as in the Pak army. The armed forces need to be lean and focused specific to the external threat. Theaterization is a step in that direction.
India is not a poor country but a poorly administered country. We need to hold our politicians accountable for planned development. Crores of development budget are being squandered Y on Y, which could be effectively and efficiently used to improve health and education infrastructure and alleviate poverty to improve living Standards and other parameters.
A lot more needs to be looked at before these be contemplated! In its present form it’s self defeating! Similar thought could be as apt for police or para military or such bodies! MCD should get military areas also maintained! Such benevolent views have brought harm to the military forces.

It needs deep understanding of world history of international relations and conflict , geopolitical, geostrategic and geoeconomic trends and how international developments are likely to impact the economic lives of own citizens . Nations have to keep itself prepared and insulated from their adverse impact .
To premise that our Nation has no external threat is very naive. It only goes to show that the author is living in his own cacoon and knows or understand little what is happening around him.
In order to keep the military professional , it is important that they are kept away from any civil role during peace time. Which ever nation like Pakistan, Myanmar etc have done it have turned their military corrupt and politicised .
Soldiers are kept in a very controlled and carefully created environment away from civil life to keep them motivated and professional by didnt of which when the time comes they risk their life for the nation on one command of their leader . No policemen , paramilitary or home guards can do what a trained soldier can do . And it takes years and years of training to produce a good professional soldiers . Authors idea to use them in villages for civilian welfare activities is ludicrous and trivialises soldiering .
Unfortunately many among us cant differentiate between a trained professional soldiers and his worth and tend to view them not different then the security guards posted in their societies .
Only such misplaced undersatanding can produce such recomendation . To many nation spending so much on its armed forces and national aecurity is a waste . That is what this article is suggesting in a veiled manner . Cant say more !
